黨的十八大以來習近平總書記的一系列重要講話,迷你倉為我們黨和國家的發展進步進一步指明瞭方向。特別是習近平總書記站在全局和戰略的高度,對生態文明建設發表了一系列重要論述,提出了許多新思想、新論斷和新要求。這對作為生態發展區的河源來說,具有十分重要的指導意義,大大增強了我們推進綠色跨越發展、全面建成小康社會的信心和動力。堅持把保護生態作為河源長遠發展的戰略抉擇。習近平總書記指出,建設生態文明關係人民福祉、關乎民族未來,良好生態環境是人和社會持續發展的根本基礎;強調要樹立尊重自然、順應自然、保護自然的生態文明理念,形成節約資源和保護環境的空間格局、產業結構、生產方式、生活方式,等等。這些重要論述,深刻闡述了人與自然相互依存、有機統一的關係,體現了馬克思主義唯物辯證法和生態觀的思想精髓,彰顯了我們黨高度的文明自覺和生態自覺。我們深刻認識到,河源作為全省重要生態屏障和飲用水源地,生態地位極為特殊,環保責任極為重大,不僅關係到河源自身長遠可持續發展,也關係到東江中下游4000多萬人民的福祉,更關係到全省長遠發展乃至香港長期繁榮穩定的政治大局。因此,長期以來,我們堅定把生態保護作為發展的“生命線”,堅持生態優先、環保至上,像保護眼睛一樣保護生態環境特別是萬綠湖和東江水質,不斷加大生態環保投入,近年來,河源投入10多億元建設汙水處理廠、垃圾無害化處理場等環保設施,連續多年在全省環境質量考核和珠江綜合整治考核中獲得“雙優秀”;2008年以來河源林業投入17億元,全市森林覆蓋率達72.9%,生態公益林占全市林業用地面積達50.4%,等等。目前,河源是全省生態環境最好的地區之一,是全省唯一沒有酸雨記錄的地級市。接下來,我們將按照省委書記胡春華提出的牢牢守住生態保護底線的要求,以創建國家環保模範城市、全國低碳示範城市、國家園林城市、省林業生態市等為抓手和動力,全力加快建設萬綠湖周邊鎮、各縣區產業園區汙水處理設施及東江沿岸城鎮汙水處理廠、生活垃圾衛生填埋場等一批環保基礎設施,推進實施“一滅三改”工程,探索建立生態保護、建設與發展良性循環的長效機制,努力為全省生產更豐富、更優質的森林、空氣、水等生態產品。堅持把跨越發展作為河源生態文明建設的重大戰略舉措。黨的十八大報告在提出生態文明建設要求的同時,明確指出發展仍是解決一切問題的關鍵。省委書記胡春華在河源視察時指出,發展不足仍是河源面臨的最大問題。生態良好絕不是經濟落後的代名詞。我們認為,生態文明不是不要發展,而是要通過科學發展創造比工業文明更多的物質財富、更優的生態環境和更高的社會文明,實現人與自然、社會和諧發展。省委、省政府要求河源到2020與全國同步全面建成小康社會、人均GDP達到或超過全國同期平均水平。接下來,我們將按照省委、省政府促進粵東西北振興發展的決策部署,在切實守住“兩條底線”的前提下,突出抓住“三大抓手”,全力以赴推動經濟跨越發展。一是加快交通基礎設施建設,打造粵東北交通樞紐。全力推進投資達1000億元mini storage交通基礎設施建設,加快形成“三縱三橫”的高速公路網和國道網,使我市全面融入珠三角“2小時經濟生活圈”,形成市內“1小時經濟生活圈”;力爭2020年途經河源高鐵或城際輕軌建成通車,融入珠三角“半小時經濟生活圈”。二是加快產業園區擴能增效,實現園區產值7年翻兩番。加快“一區六園”(市高新區和6個縣區工業園)擴園工程,加快汙水處理廠等配套設施建設,推進市高新區創建國家級高新區,爭取每個縣區都有1個省級產業園,力爭到2020年全市工業園區開發面積達100平方公里以上、工業總產值達4000億元。三是加快中心城區擴容提質,打造百萬人口城市新引擎。重點推進規劃面積434平方公里、起步區10平方公里的江東新區建設,按照“五年打基礎、八年同步小康、遠期跨越發展”的目標,科學規劃、分步實施、從容建設,全力將江東新區建設成為河源的全國生態文明發展的先行區、廣東綠色資源產業轉化示範區、珠三角新興產業轉移承載區、河源產城融合發展新平台。同時,推進舊城區的環境、產業、文化、服務等方面提質升級,實現新舊城區有機融合、互動發展。習近平總書記指出“綠水青山就是金山銀山”。省委胡春華書記在視察河源時明確提出,生態環境是一個地區後發崛起的重要資源之一,要把生態優勢轉化為發展優勢,實現綠色發展。這為河源加快科學發展進一步指明瞭方向、增添了動力。我們重點做好生態、資源優勢轉化文章,大力推進優勢資源精深加工,提高資源開發附加值,著力辦好水產業園、硅產業園和稀土產業園,力爭2020年實現產值1800億元;我們將以燈塔盆地國家現代農業示範區競得全國農業改革與建設試點資金1億元為契機,推動燈塔盆地建設成為廣東重要的綠色農副產品生產加工基地、旅遊食品製造基地和有機食品集聚地;以萬綠生態旅遊產業園競得省旅遊產業園區扶持資金3億元為契機,加快總投資近500億元的巴登養生莊園、東江源休閒觀光度假中心、康泉18國際生態旅遊城等一批旅遊大項目建設,著力打造廣東省旅遊扶貧示範園和國家旅遊產業示範園。堅持把“綠富”雙贏作為河源長遠可持續發展的追求目標。習近平總書記強調,要牢固樹立保護生態環境就是保護生產力,改善生態環境就是發展生產力的理念,更加自覺地推動綠色發展、循環發展、低碳發展。這深刻揭示了經濟發展與環境保護的辯證關係,充分體現了我們黨對工業文明向生態文明延進發展趨勢的準確把握。河源清醒認識到,只保護不發展沒有出路,只發展不保護或者先發展後保護就是絕路。國內外的許多實踐充分表明,經濟與生態不是對立矛盾、截然割裂的關係,可以相互協調、相互促進、共同繁榮發展。我們要按照習近平總書記提出的綠色發展、循環發展、低碳發展的要求,堅持生態文明發展,科學處理好保護與發展的關係,致力把河源打造成“廣東綠穀”,在不突破環境容量、不超越生態承載能力、不降低環保門檻的前提下,全力加快發展、跨越發展,實現“綠富”雙贏,建設一個經濟更繁榮、生態更優良、百姓更幸福、未來更加美好的河源。河源市委書記、市人大常委會主任 何忠友迷你倉

Font as fount: Designer elegance of Massimo and Lella vignelli

Penney, American Airlines, Knoll, and Bloomingdale's, the design of Ford's blue oval, and the brochures for the national parks. The couple "brought the freshness of Italian design" to the United States in the 1960s, according to the 2012 film Design Is One, which opens Friday, Nov. 8, at the Center for Contemporary Arts. Besides their iconic graphics, the Vignellis have designed teapots, jewelry, lamps, glassware, books, decanters, clothing, cutlery, and architectural spaces including the Bauhaus-reminiscent Vignelli Center for Design Studies at the Rochester Institute of Technology.Lella is an architect, born in Udine, Italy, to a family of architects. She is the "grounding" force in their collaboration, the one who brings her husband's creative flights down to the realm of possibility. "I try to be really very rational and explain why the thing doesn't work or is not right. The trust came out with the years. We were much more competitive when we were young," she says in the film. "It is important to bring the objectivity to Massimo, because he is very subjective." The two often bicker and shout at each other; it's part of their process. "We are absolutely complementary," Massimo avers.He got his start working as a draftsman at Castiglioni Architects in Milan and was soon expanding into diverse fields. "The boundaries between design, product design, architectural, or theater design or furniture design or graphic design or packaging were not really existing, and that to me was the most exciting thing," he says.In 1965, after moving to the States, the Vignellis co-founded the American branch of the design firm Unimark International. They established Vignelli Associates in New York six years later. An early iteration of Massimo's now-famous devotion to the Helvetica typeface came with his 1967 commission to redesign the furniture company Knoll's graphic identity. The man is a purist when it comes to typefaces, thousands of which are available to computer-using designers and writers today. "There are two basic families: serif and sans serif," Massimo says. "In the serif family -- the one with the feet -- there are only three good ones: Garamond, Bodoni, and Times Roman. In sans serif you have Akzidenz Grotesk, the first one, out of which came Helvetica and Univers, then you have Futura and another half a dozen that I consider very good, and that's really it." He touts Helvetica as "the best visibility one can get. ... You can't beat it for clarity and legibility, for strength.""He's such a classicist," says Winterhouse's Jessica Helfand, one of more than two dozen authorities that filmmakers Kathy Brew and Roberto Guerra employ in the film. "Always the same few typefaces, but always used with such grace, and so timeless."Another attribute of the typography work that also shows in the Vignellis' other products is simplicity. In the film, Massimo shows off a piece of his office furniture. "I did this table at a time I was obsessed with the cost of furniture. The top is just a piece of steel; these cut marks are there because there is no finish. We did the legs by using pipes. ... For me that is really what expresses the entire intention of this table. This top is just resting on these four pipes, basically." The legs on the production models of this design are more refined, and the top is marble or glass."I've been really lucky in my life to be exposed to different materials with in-depth experiences," he says. The designer worked for years for a Venice company, creating a line of glass lighting fixtures, and then immersed himself in silver while developing flatware and holloware in the U.S. He emphasizes that he has always been interested in "bringing craft and design together." Among the designs by Lella are a necklace of large hollow-metal cubes. "I wanted something three-dimensional and something very dramatic," she says. Later she came up with an elegant, snaky silver tube you can coil into two rings around the neck or make one ring and let the rest of the piece hang mini storages a curvy jewelry form down the front of the shirt. The film-makers show her with a pair of beautiful silver vessels that were conceived with the flexibility to be used either as vases or candleholders. "That's why it's exciting to work with products, because you develop as you go," she says. "You keep working with your mind." The couples' interior for St. Peter's Church on Lexington Avenue in Manhattan is flexible as well, designed with movable pews and convertible furniture. The silver chalices, candlesticks, and other liturgical pieces were also created by the Vignellis.In another segment, the two are shown serving and eating pasta using a line of colorful, plastic dinnerware they designed for the Heller firm. "They're as fresh today as when we introduced it in 1971," Alan Heller says. Another long-laster is the Knoll Handkerchief Chair, which has been in production for 30 years.The couple has designed showrooms for Poltrona Frau, Steelcase, and Hauserman. Lella recounts that for Hauserman (the Los Angeles company that manufactures movable walls), "We had the luck of having just gone to the Castelli gallery to see an exhibition of [Dan] Flavin, so we proposed to the client doing this [a colorful, Flavin-like treatment] in the showroom, and he understood. It was magical. ... It was a great treat, really, working with art.""Design is not art," her husband stresses. "Design has a utilitarian purpose always: legibility, comfort, you name it."The showroom projects have offered opportunities for Lella to exercise her training in architecture -- a discipline that has been relatively slow to accept women in this country. "In Italy the women's liberation was much stronger than here. So, if you were an architect, you were an architect. Nobody would try to take you down. Absolutely, no way. So I was surprised here, really surprised," she says in the film. "There is still now this sort of looking down at the woman."One of the most important Vignelli projects was the redesign of the New York subway map and the signage for the subways. Massimo said the old map was like "soup, a spaghetti plate" because of all the words and graphic elements crowded together. Their product, like the company logos, are achievements in minimalistic clarity. "The Vignellis have been messiahs in terms of making the complex clear," comments Richard Grefe of the American Institute of Graphic Arts.Massimo is known as having imported a grid-based concept to the U.S., and, although it is for the most part invisible in the finished work, he uses it religiously. In one scene from Design Is One, he is shown using a scaleograph tool to draw in grids of vertical rectangles. His brochures for the national parks are all based on grids, and all feature the name of the park -- such as Acadia and Bandelier -- in white (Helvetica) on a thick black stripe.He has designed a series of books on the work of architect Richard Meier, another devotee of the grid and a lover of the line of clothing the Vignellis have designed. These are garments "not related to fashion, but related to the body," as Massimo puts it. They're comfortable, and made to last. "I happen to hate obsolescence as one of those things that are unethical in our society. I've been wearing my clothing for the last 15 years."The important aspects of their work include meaning, consistency of expression, and impact -- "I cannot stand limp kinds of expressions, and we like it to be intellectually elegant," Massimo says. "And then I like it to be above all timeless, so that means non-trendy, it means something that will last a long time because we feel a great responsibility to the client and the society.""Design Is One: Lella & Massimo Vignelli" (4 chiles) opens Friday, Nov. 8, with a 7 p.m. screening presented by the Friends of Architecture Santa Fe, including an interview with filmmaker Kathy Brew via Skype. 【No.1房產月刊專題企劃】 【文/黃敏婷】 「不是人人稱羨的富二代、更沒有顯赫的家世背景!」他,自存倉是潤泰創新國際的董事長簡滄圳,從小生長於宜蘭深山的務農家庭,父親曾跟他說:「如果書念不好,沒關係!那就回家種田吧!」但他的事業心並非僅僅如此,對設計有濃厚興趣的他,毅然決然到日本念設計三年,靠著夜晚打工的時薪養活自己,也因為這段求學經歷的累積,讓他徹底逆轉了自己的人生,對他來說,「一切從零開始,沒有不可能,只有做和不做!」 簡滄圳:小孩愈早吃苦,愈幸福 潤泰集團(Ruentex Group)創始於1943年,由紡織事業開始經營,之後拓展到建築開發、金融保險、流通事業、醫療服務及教育等多角化發展,甚至投資項目擴及複合式商場CITYLINK、大潤發賣場及上海喜士多便利超商,其中建築開發業「潤泰創新國際」涉略包括房產開發公司、營造公司、機電安裝公司、預鑄件工廠、設計師事務所等,且持續朝向商場、飯店擴大,堪稱是國內建築業的指標企業。 簡滄圳能成就今日的建築天下,與他從小生長的家庭背景有密切關係,七歲開始就坐著父親的摩托車去採竹筍,每天凌晨一兩點就出去,一直熬到早上工作才結束,也因如此,磨出他刻苦耐勞的性格、解決事情的抗壓能力,甚至對他來說,現在在職場上也就沒什麼太多困難能打擊他,畢竟最苦的時期都熬過了!他更提及一句話,「小孩愈早吃苦,愈幸福,壓力就是成長的動力!」這些都是他一路走來的成長經驗談。 內部創業 闖出名號 「成功沒有捷徑,只有用心經營!」回想起當時踏入建築業的初衷,簡滄圳表示,「從日校畢業後,回台的第一份工作就在外商公司上班,後來某天看到報紙上刊登潤泰集團和日本竹中工務店結盟合作的訊息,當時內部剛好需要同時熟悉日文、建築設計及工程的人才,因此順利應徵進入潤泰建設工程管理部擔任翻譯工作,而當時年紀輕輕只有27歲!」後來經過嚴謹及快速的磨練,短短一年半的時間即向尹總裁提案而成立了潤德設計工程(股)公司。 簡滄圳談到:「非常感謝尹總裁的提拔,他給了我一個內部創業的機會。」而當時潤德設計工程公司更在他的帶領下衝出漂亮的成績單,後來尹衍樑又發出驚人之語,欽點他到中國大陸發展喜士多便利商店(C Store)擔任負責人。 他強調:「當時接到這個超大任務,我的事業等於又是從零開始!」在大陸申請一家便利商店就跟開量販賣店一樣過程繁瑣,簡滄圳靠著自己的雙腳認識上海每一條街,拼命了解後端作業系統及物流等事項,並在短短五年半內,以每年營業額成長10多%的速度,順利開設240家的C Store店面,且成為外資投資大陸唯一賺錢的便利商店,財報甚至超越市場上的一線超商。 潤泰16案 蓄勢待發 近年潤泰創新國際的經營規模愈來愈大,股本也躍上百億俱樂部一員!未來房地產開發案共有16個案子正待開發,推案量會「迷你倉快」且「量多」,包括「松濤苑」、汐止「明峰」、微風二館旁土地、新莊副都心1,100多坪角地、松山車站34,000坪OT案、南港車站56,000坪BOT案、內湖2,500坪土地、三重捷6等,都是貢獻這幾年的業績主力。 針對潤泰眾所矚目的微風百貨旁土地案,總基地面積約1,345坪,預計將有8,000坪的銷售面積。簡滄圳強調:「本案會採純住宅規劃,呼應一旁的微風百貨,設計會以時尚為主軸,特邀美國知名建築師團隊、W Hotel馬爾地夫設計團隊及日本團隊規劃,將以時尚住宅粉墨登場。」另外,因應市場小宅的需求,潤泰與捷運局合作的內湖交11,位在內湖日湖百貨旁,一、二樓規劃為商場,八樓以上朝SOHO族概念規劃,採先建後售,預計明年8月完工。 掌管CITYLINK商城 創驚人營收 擅長經營商用不動產的潤泰集團,看好軌道經濟效益,自創品牌CITYLINK商場亦是由簡滄圳掌管重責大任。CITYLINK品牌定位有別於一般商場百貨,最大特色就是緊鄰車站開發,引進多家知名咖啡廳、特色店舖及餐廳品牌,強打「一站式滿足」為主軸,提供消費者餐飲、購物、消費娛樂等需求,推估松山CITYLINK商場月營業額逾7500萬。簡滄圳強調:「早在100年前日本就發展所謂的鐵道文化,而日本的軌道經濟更是值得學習的對象,經濟效應相當驚人。」 松山車站CITYLINK商場已在今年5月底正式開幕,據悉全案光硬體成本就高達52億元,目前3,000多坪商場已開發達2/3;另外,南港CITYLINK亦是車站型開發商場,BOT案一共興建4棟大樓,其中飯店已確定由六福飯店加盟合作品牌「Courtyard」經營,國賓影城也預計進駐其中。 品質取勝 建築深植人心 潤泰創新國際以品質嚴密、不斷引進創新工法並提供垂直整合的專業售後服務著稱,每每規劃的頂級住宅個案皆受到市場青睞,品牌形象早已深植人心,甚至造成一波搶購熱潮。簡滄圳表示:「潤泰蓋的每一棟房子,在情感方面,都須賦予消費者一種感動,而在理性部分,我們要達到消費者使用機能上最優化。」尤其潤泰對建築品質要求甚高,從小細節到大地方的工法皆相當費心,建築成本相對比同業高上許多,以至於潤泰的房子幾乎比同區段的個案貴上15%~20%。 簡滄圳對於建築外觀及內部規劃相當要求,因為自己研讀的是設計,也曾住過倫敦、上海、廣州、大阪及東京等多個城市,經常會觀察各國的建築風格及規劃,他期望未來持續能將國際建築視野帶進台灣,讓潤泰的住宅更創新、更有價值,受到市場上的青睞。 簡滄圳小檔案 職稱:潤泰創新國際董事長 學歷:日本大阪室內設計學院 經歷:潤德設計工程總經理、中國喜士多便利店總經理 出生:1963年 星座:雙魚座 出生地:台灣宜蘭 成功心法:「別人要花1個小時完成的事情,請你在45分鐘以內完成!」mini storage

Source: The Salina Journal, Kan.迷你倉Nov. 08--ABILENE -- A realization that roads need occasional maintenance and/or reconstruction hasn't alleviated Abilene's pain this fall.Some business owners along North Buckeye Avenue said the $24.1 million Interstate Highway 70 project that has closed the eastbound off and on ramps to Abilene since late August has drastically cut sales."The people I know are upset that it's taking this long," said Lucy Worthen, owner of Yesterday's Rose Antique Mall.When the project was first announced, she said, the ramp was supposed to be closed seven to eight weeks."It has taken quite a bit longer. There have been two different dates," Worthen said.The four-lane highway is reduced to one lane each way for 12 miles from a mile west of Abilene to the Chapman interchange, and the eastbound ramps at Abilene are closed."We've estimated that the Abilene businesses have lost between $9 (million) and $12 million from this project," said David Dillner, Abilene city manager."We knew there was a project on the interstate, but we did not know they were going to shut down the ramps until the Friday before. They shut them down early the next week," he said.A news release was issued Aug. 16, informing the public that the ramps would be shut down, said David Greiser, north-central Kansas public affairs manager. It was about three days before the ramps were closed.They knew before thatAfter checking with KDOT engineers Thursday, Greiser said the city of Abilene was informed much earlier than Aug. 16."The city and (Dickinson) county both had representatives present at the field check at least a year prior to letting the project for bid," he said. "All of the aspects of the project, including the ramp closings, would have been reviewed at that time, and we've had ongoing communication with the city and county between that time and now, so our understanding is that they were fully aware of this project."Dillner acknowledged that the city may have had a representative at the field check, possibly John Gough, who was the city and county engineer at the time. But Gough has since been fired from the city's staff. He continues to serve as the county engineer, Dillner said."Yes (Greiser's) probably right, but that information was never relayed to anyone on (the city) staff," Dillner said. "It's our fault that one of our employees had the information but it wasn't appropriately shared with upper management, so that something could have been done proactively."While a field check "is good planning," he said, "it doesn't provide us with exact dates when something was going to be closed."As much as $24 millionDillner fears that "if KDOT doesn't change," the cumulative effect on Abilene sales after the second half of the project is completed next year could reach $18 million to $24 million, or up to matching the total cost of the project.To reach the businesses that rely partly on I-70 motorists, most motorists are leaving the interstate at Fair Road, exit 272, near the Russell Stover plant west of town, or they take Jeep Road, exit 277, east of town, and circle back, either on I-70 westbound, or on Old Highway 40."The traveler business has hurt a lot," Worthen said. "When I travel and see road construction, I just go onto the next town. In Abilene, we have just one business exit, and that's what hurts."Rittel's Western Wear relies on trade from Salina, owner Jerry Rittel said. He guessed business is down 30 to 50 percent since the orange cones went up."All along the line here, if you talk to people, they're gonna tell you the same thing," Rittel said. "Everybody's bitchin' about it. Nobody likes it."Has to Nov. 22 to finishThe project involves milling off and replacing the top 3.5 inches of the road surface with concrete and improvements to a number of bridges, Greiser said Thursday."All change is painful," he said. "We文件倉re completely sympathetic with the public and we appreciate their patience."The contractor, Ideker, of St. Joseph, Mo., has until Nov. 22 to complete the first half of the project, open up the ramp and return to four-lane traffic.The eastbound off-ramp at Abilene is supposed to be open during the middle of next week, Greiser said, but the ramp returning eastbound traffic to I-70 will take longer, possibly until the 22nd.The interstate will remain at four lanes until next spring when the westbound lanes will be closed on the north side over the same 12 miles.Important to commerceThe interstate highway is important to commerce, said Tim Holm, owner of Holm Automotive in Abilene. He's not sure how much, but the ramp being closed has affected his business."It certainly has been confusing for our customers coming from the west, and the signage has been very poorly done. That's something the highway department needs to take a look at," Holm said. "Some of our more senior clients have not been wanting to deal with the confusion of getting out of town."Earlier completion dates have been bantered about in the tourist-rich town, he said."There have been some hopeful expectations of dates that have not been met, and that's been a little dispiriting," Holm said.KDOT's Greiser said the project is on schedule."We always try to be out of everyone's way by Thanksgiving, and we're going to succeed at doing that this year," Greiser said.It kept getting extendedCity Manager Dillner said the city was first informed in August that the ramps would reopened in three to four weeks."Then they came back and said it would be eight weeks. Then they came back and said it would be Nov. 11, or 12 weeks," he said.When the project returns next spring, motorists can expect temporary lane closings as early as March and a total closure in April.The Brookville Hotel, known for its chicken dinners, has lost a few hundred customers since August, owner Mark Martin said, partly because the nature of his business is different than those depending on "impulse customers," such as a fast-food restaurant or convenience store.Not an impulse business"To be honest, the livelihood of those businesses has been affected. Those people depend on people coming off the interstate. If they go another 20 miles, Abilene's just lost them," Martin said. "We're kind of a destination-type restaurant. Those people making their stops probably already know about us in Abilene."He's concerned about the signs on the highway aimed to inform travelers what they might find for food or other services at a given exit. Martin has asked the city of Abilene to temporarily move those signs to the detour exits.Dillner said that the original length of time for the ramps to be closed was three to four weeks and it would have taken at least two weeks to have temporary signs made.After the closure time was lengthened, the city did have signs made that direct travelers to Abilene businesses."They're pretty vague and general. They basically say 'Abilene businesses, food, lodging,' that kind of stuff, with arrows, of course," Dillner said. "We didn't want to pick one business over the others."Have to get through itBecause more of his business comes from the east, Martin is concerned about a drop in sales when the westbound lanes are closed next year."We'll just have to weather through it," he said. Journalists torn between ideals and reality
When young people press me for advice on a career, I often cite the author Stella Gibbons: “The life of a journalist is poor, nasty, brutish and short.迷你倉 So is his style.”They always laugh, because they feel the famous quotation is exaggerated and self-deprecating. But I believe it will prepare them up for the potential pitfalls associated with such a seemingly glamorous and powerful profession, something Chen Yongzhou, the business journalist accused of fabricating facts for bribes, has fallen into.Chen, of the Guangzhou-based New Express newspaper, caused a stir recently when he confessed on national television that he had published a series of “unverified” and “false” reports against Zoomlion, an engineering company headquartered in central China, and he apologized to the company, its investors and his own family members.While doubts remain over the way Chen’s case was handled by police and the television network, most people familiar with the scene believe he has taken money for his articles that reportedly caused hefty losses to investors in the listed firm. Many Chinese journalists accept hongbao, or enveloped small amounts of money as gifts, from businesses or institutions to publish stories in their favor, a practice that persists despite decades of moral education and occasional high-profile punishments to some as a warning to others.Chinese journalists have traditionally regarded media ethics as a relatively unimportant attribute of their professionalism. Some even hold a cynical and amoral perspective when it comes to accepting money or other favors. As corruption pervades the Chinese social fabric, they believe media ethics are contextual and adopt an ethical relativism of varying degrees in accordance with the environment.For instance, a common excuse is that one should take hongbao at a press event if everybody else is taking it, or else he or she will risk antagonizing fellow journalists. Some justify themselves by thinking they have not deliberately falsified facts when they accept m文件倉ney to write a promotional piece.While such low ethical standards erode professionalism, a dire need for money may push some to slide further down this slippery slope.Under the pressure to cut costs and become leaner and more efficient, most Chinese traditional media pay their journalists with a combination of a basic salary and piecework. Those market-driven newspapers that are responsible for their own profits and losses, including the New Express, usually have elaborate ways to measure staff performance and wages.Although the system rewards prolific workers, it also makes others anxious about their hand-to-month existence, especially those in major Chinese cites with soaring house prices and rents. Some choose to leave for private, wealthy Internet media. Some join companies or the government. For those who stay, it’s often a day-to-day challenge to resist hongbao, which have become the norm for many corporate marketing activities.Recently, several newspapers in Shanghai merged to form a group that had a promise from the government it would pump in an annual subsidy of 100 million yuan ($16 million) to support its editorial operations. While such an arrangement might raise many eyebrows in the West, the group management was unapologetic, saying the funding would alleviate financial pressures, so its newspapers and journalists “can have dignity”.But Chen went too far and his case has prompted the regulatory authorities to intensify its nationwide crackdown on fake news, news for hongbao or extortion, through moral education and hardball approaches such as setting up hotlines so the public can report errant reporters.Perhaps the moves will help discipline journalists’ behavior. 早報聚焦中共十八屆三中全會前瞻特稿沈澤瑋simtw@sph.com.sg中國輿論已罕見地在全會召開之前鋪天蓋地熱議改革。中共領導人臨近三中全會召開之前,self storage也親自在國內外頻密釋放致力于推動改革的信號,在一定程度上拉高了外界的期待值。中共第十八屆中央委員會第三次全體會議(三中全會)今天在北京召開,這次會議將全面展現習近平等中國新一代領導人的改革思路,因而受到中國境內外輿論的廣泛關注。全會將由中共中央政治局主持,全體中央委員和中央委員會候補委員將出席。三中全會公報將在閉幕當天(12日)發佈,改革內容揭盅之後還有待具體方案的推出及落實,但中國輿論已罕見地在全會召開之前鋪天蓋地熱議改革。中共領導人臨近三中全會召開之前,也親自在國內外頻密釋放致力于推動改革的信號,在一定程度上拉高了外界的期待值。中共總書記、中國國家主席習近平在亞太經合組織(APEC)工商領導人峰會演講中表示,中國正在制定“全面深化改革的總體方案”,將統籌推進經濟、政治、文化、社會、生態文明建設等領域改革。中國總理李克強在21世紀理事會北京會議開幕式上透露,十八屆三中全會將深化財政、金融、價格、企業等領域改革。本屆三中全會的核心精神基本可確立為“全面深化改革”,面對的核心問題是“理清政府與市場的關係”,減少政府對市場的干預、推動市場化改革以確保經濟可持續發展,社會趨向和諧穩定。中國社會矛盾趨向尖銳化,近些年來惡性暴力事件頻發,成為威脅社會穩定的一大因素。中共領導人本周密集調研關注民生問題,可能預示著改革也將更重視社會公平正義。接受本報訪問的中國國家行政學院教授許耀桐判斷,執政當局這次應是有備而來,“酒席熱熱鬧鬧開了,不能不端出牛肉大餐,乾巴巴的幾根骨頭不行”。中國當代經濟體制改革的大政方針大多都在三中全會確立。過去35年來,中共最重要的兩次三中全會都開得比較晚。1978年十一屆三中全會在12月18日召開,摒棄“以階級鬥爭為綱”,確立“解放思想、實事求是”的思想路線,開創中國走向改革開放的歷史性道路。1993年十四屆三中全會11月11日舉行,確立中國建立社會主義市場經濟體制框架。不少境內外學者認為,過去十年來中國改革停滯不前,原計劃經濟體制中殘留著政府強力干預市場的弊端因改革不夠徹底而無法拔除。資源配置效率遞減,公權力不受制約,進而形成一個個利益集團,延伸出貪汙腐敗、貧富懸殊、社會不公等現象。問題具體表現在國有資本壟斷、民營經濟受制約、城鄉二元化、高房價、環境破壞、上訪與群體性事件大增等。面對經濟發展瓶頸及社會矛盾急需“拆彈”的當下,會期偏晚的本屆三中全會再被外界寄予厚望,輿論甚至將本屆三中全會與十一屆三中全會相提並論,將之視為打造“中國經濟升級版”的“二次改革”。在輿論的高度期盼下,本屆三中全會被賦予了無所不包的功能,從行政體制改革、簡政放權、司法改革、反腐敗、國企改革、土地流轉改革和金融稅制改革等方方面面都被點到,折射出中國當下各種問題盤根錯節,非得提出綜合改革方案又或“頂層設計”才能突破體制性障礙。不過,新加坡國立大學東亞研究所所長鄭永年認為,“改革的清單如果太長,就等於什麼都沒有”,最關鍵還是要找出突破口,三中全會必須拿出行動綱領來,不應停留在中共十八大報告的方向性內容。鄭永年:金融體系改革或是經濟突破口迷利倉永年分析指出,經濟領域的突破口極可能是金融體系改革,但不應只是加快利率和匯率市場化步伐等項目的改革,重要的是打破國有銀行體系的壟斷,允許民營中小型銀行出現,進而推動中小型企業和微型企業的發展,讓市場活絡起來。鄭永年進一步分析,社會體制改革的一個可能抓手是住房改革,因為房地產泡沫已越來越大,高房價也使社會不公的問題尖銳化,住房問題把地方政府、中央政府和銀行全都綁架了,若能推動落實“居者有其屋”還可聯動推進戶籍改革,確保中國體制至少穩定二三十年。境內外媒體集中報道的另一改革焦點是土地流轉,提及的內容包括允許村集體直接出售農村建設用地而不必再通過徵地程序等政策。土地制度改革牽一發而動全身,將與推進城鎮化、戶籍改革、改變收入分配格局以及現行財稅體制有直接關聯。與土地糾紛有關的群體性上訪事件占60%,土改落實有助于降低社會風險,但改革阻力將來自于依賴土地財政的地方政府和實際掌握農村土地的村長和村支書。土地流轉備受關注土地問題在中國歷來備受關注,李克強在11月4日至6日在黑龍江考察時表示,農村改革到了新階段,推進農業現代化還得靠改革,這翻談話進一步提升輿論對土地制度改革的期盼。在行政體制改革方面,最顯著的發力點是簡政放權,半年多來新一屆政府取消和下放的行政審批事項已達221項。李克強11月1日在地方政府職能轉變和機構改革工作會議中再表明,今後省一級原則上不得新設行政審批事項。至於政治體制改革方面,許耀桐認為,主要思路應集中在加強對權力的制約,決策權、執行權和監督權要相互制約,在反腐議題上也可能有所提示,比如讓地方法院獨立于地方政府和地方政法委,由現行受同級黨委領導轉變為中央垂直領導,這將有助于促進司法獨立。中共十八大報告已清楚列明,改革的底線是“不走封閉化的老路,也不走改旗易幟的邪路”,輿論將之解讀為,中共不會走蘇聯模式社會主義的老路,也不走西方民主理念與政治模式的改革道路,第五代領導人將在“政左經右”之間維持“左右平衡”,尋求改革的“最大公約數”。中共政權的合法性主要源於經濟改革所取得的成功,推動改革確保經濟轉型持續增長對執政當局至關重要。改革的方向和突破口不難找,但要落到實處就必須啃下硬骨頭、打破利益藩籬。十八屆三中全會能否奠定標誌性的歷史地位,引領中國改革再次出航以避免經濟落入“中等收入陷阱”,在很大程度上將取決于領導人的勇氣和魄力。許耀桐認為,習近平黨權軍權一手抓,比前任領導掌握更多的改革資源,他應有足夠的底氣去觸碰利益集團,“已經到達權力巔峰了,想不想改革就取決于他,他應該還是想幹一番事業的”。中共十八屆三中全會輿論預測改革項目政府行政體制·政府職能轉變,簡政放權·企業註冊登記寬進嚴管,減少行政審批,創新市場監管機制·上海自貿區9月底試行為推行簡政放權的標誌性項目土地制度·加快推進土地(宅基地)流轉·允許村集體直接出售農村建設用地·搞規模化生產和經營財稅制度·給予地方政府更多增加稅收的權利·允許地方保留更大比例稅收收入司法體制·讓地方法院獨立于地方政府和地方政法委·優化司法職權配置·完善訴訟法律制度·強化司法權力監督制約金融體制·打破國有銀行體系的壟斷·放寬資本流動方向的管制·推進銀行利率匯率市場化國有企業·讓主要國有企業向專業管理人員匯報·開放國企壟斷行業引入競爭迷你倉

麥慧琪隨著中國人口老化及家庭結構的變化,迷你倉老年化社會所出現的一系列問題近年來越來越引人關注。在養老的各種議題中,其中一個是由於現代醫療技術提升而大大延長了人類壽命所帶來的新難題——老年人的醫療及日常護理保障如何解決?在美國,雖然老人的社會福利和醫療保障已存在很長時間,可在過去二三十年,美國人也隨著整體人口壽命的延長及人口老化的加速,在老人的健康護理方面,無論是政府的政策或是私人財務機構所提供的相應產品,都進行了不少的調整與創新。其中不能不提的就是長期護理保險。長期護理保險概念始于20世紀70年代末期,不過一直到80年代末至90年代初期才真正開始發展,而在踏入21世紀後更越見流行起來。那麼,究竟什麼是長期護理保險呢?顧名思義,長期護理保險就是為有需要長時間在日常起居生活上得到照顧的群體提供財務保障的保險產品。它的發展歷程與美國人口結構與生活形態的改變息息相關。早在70年代,美國老人如果需要醫療護理照顧,一般的選擇就是進入傳統醫療配備充足的“老人院”。不過,隨著人們生命不斷延長而增加的護理需要,傳統的老人院就變得越見不足。因此,在80年代,美國開始興起了讓需要簡單醫療照顧的人士可以得到照顧的“輔助生活護理機構”,而其費用也沒有一般配備充足的老人院昂貴。不過,這方興未艾的概念還沒實行多久就發現不足以滿足大�的需求,很多希望進入這種護理機構的人需要等候很長時間才能得到服務。於是,更新的“在家護理”或“成人日托中心”護理概念又繼續應運而生。由於這些新穎的護理方式可提供更有彈性的護理方案,推出後很快就被廣為接受。然而,這些護理方式一般不涵蓋在傳統的老人福利或人壽保險保障的範圍內,所以嗅覺靈敏的保險公司很快就因應這些需求推出新的產種——長期護理保險。與一般國人熟悉的人壽或醫療保險不同,長期護理保險所提供的保障,不一定與人的壽命或疾病有絕對的關係,它所保障的是一個人日常起居生活的自理能力。文件倉果一個人由於任何原因喪失了兩種以上的基本自理能力,包括穿衣、洗澡、吃飯、如廁、走路、挪動等,保險公司就會根據保單福利內容為投保人提供護理所需的費用。早期的長期護理保險保單所提供的保障非常優渥,一般會讓投保人選定每天可得到的護理費用,再根據投保人的年齡、健康狀況等擬定保費,保障期通常是終生。比方說,投保人可投保這樣一張保單:每天150美元的護理費用,每年可跟著通貨膨脹將每天的護理費用提高5%。如果在上世紀90年代投保一張類似的保單,一位35歲健康狀況良好的投保者,保費可以便宜到每月15美元。假設投保人持有這張保單30年到65歲時才有需要使用保單福利,他所繳交的總保費為15×12×30=5400,而他2個月的理賠就已遠遠高于他所付的保費150×30×2=9000。從上述的例子,我們可以看到保險公司在開發長期護理保險初期因欠缺理賠經驗而錯誤定價,並造成很多保險公司在這險種上的嚴重損失。所以,在過去十來年,整個長期護理保險產業進行了大規模的調整。其中有很多保險公司退出了這塊業務,另外還保留這種業務的保險公司,也在產品的條款、保障範圍、費率及產品特色等方面作出了重大的調整。目前,市面上出售的長期護理保險大致分為兩類,傳統型和綜合保障型。雖然傳統型的保單還是提供每天的理賠面額,不過在保費和保障期方面已經與初期保單相去甚遠。不但保費大幅調高,保障期也大大縮短,通常只保三到五年。另外更加流行的是把人壽保險與長期護理保險混合在一起的保單,而長期護理的保障也從定期定額轉為總額。比方說,與其給投保人最多三年每天150美元的保障,保單最高理賠額只為10萬美元。在中國社會快速進入老年化的時候,國人醫療生活保障的議題實在不容忽視。美國長期護理保險的發展歷程,其中所走的彎路,實在可以對國人起到很好的借鑒作用。(作者為美國紅杉財富規劃資深合伙人、美國認證財富規劃師,郵箱:smak@eswpinc.com)存倉
