But that was just a small sliver of what Jethro, the school's principal, had to sift through to find her new teachers."You wouldn't believe the number of resumes I get," said Jethro, who's led the school for the past three years. She thinks she's interviewed at least 400 people since she became principal.Sunset Park Elementary is considered one of New Hanover County's priority schools: a school that needs a little extra help so its students can succeed. That means Jethro can hire a few more of those 400 applicants than another school. But she's got to find people who are committed to students who struggle. As she interviews, she repeats an age-old mantra to remind her: "To whom much is given, much is expected," she says.In New Hanover County, schools with the worst test performance get the most money. Take Snipes Elementary School: With test scores consistently 30 percentage points below the rest of the district, it got a $1.25 million grant this year for school improvement. The goal is to turn Snipes into Sunset Park. Jethro and her staff used extra funding to boost the percentage of students passing end-of-year tests from 57 percent to 73 percent.Schools have consistently low test scores for lots of reasons. Some students struggle on standardized tests. Some parents can't work with their children at home or volunteer in the classroom. Some teachers and principals have trouble working in a low-performing school.Year after year, some schools just don't do well. The idea, school officials say, is that the neediest schools need more help, and the best way to give them that is by giving them more money.Getting extra helpOut of New Hanover County's 42 schools, 13 are labeled priority schools, which means they have test scores low enough to qualify them for more funding. Four schools are considered priority schools at the state level, while the other nine are locally designated priority schools. This school year, they'll get a combined extra $4.31 million in funding. That's compared to New Hanover County Schools' total budget of about $235 million.The difference between state and local designations? State priority schools have scores that fall below a defined percentage point, and they typically receive a higher percentage of extra money. Local priority schools have "a demonstrated pattern of need and underperformance," said LaChawn Smith, director of instructional services for New Hanover County Schools.Snipes Elementary School is one of the state's top priority schools. Fewer than half of its students passed state end-of-grade tests, making it one of the lowest-performing schools in the state.Alderman Elementary School, Forest Hills Elementary School and Williston Middle School are also state-level priority schools. These schools have at least a 30 percentage-point gap between the students with the best and worst test scores. In all three schools, more than 80 percent of white students passed end-of-grade tests, while fewer than 45 percent of black students did.Local priority schools include seven elementary schools -- Castle Hayne, Freeman, Gregory, Sunset Park, Williams, Winter Park and Wrightsboro; one middle school -- Virgo; and one high school -- New Hanover. Typically, fewer than 75 percent of students in these schools passed state end-of-grade tests.A school has to build up a history of low test scores before it can be considered a priority school and receive extra funding, Smith said. Once a school has that priority designation, whether it's state or local, it keeps it for three years."What they're looking for is a pattern. One year doesn't necessarily get you into it; one year doesn't necessarily get you out of it," Smith said. "You have to show over time that you've closed that performance gap."Sunset Park Elementary School and New Hanover High School fit that three-year model. Both were former state priority schools that bypassed the state's low-performing benchmark. But New Hanover County Schools is continuing to give them local priority funding so that good showing will have a stronger chance of sticking.Dale Pelsey-Becton, the district's assistant superintendent for instruction and academic accountability, said schools say it this way: "'We've made progress. We're doing really great. But you can't pull the rug out from under us.'"This year, the 13 priority schools will spend their extra $4.3 million on 38 teacher assistants, 27 teachers and three assistant principals. About $300,000 will buy instructional supplies, while about $500,000 will pay curriculum coaches and teacher bonuses. Snipes Elementary alone gets an extra $1.25 million dedicated to boosting its test scores.The bulk of that money comes from federal programs designed to boost low-performing schools. New Hanover County will get $2.7 million from Title I and Title II programs, which are geared toward schools with a high percentage of low-income students, and North Carolina's Race to the Top grant, which the state won in 2010 to use for education reform.About $1.3 million comes from the state, with the remaining $316,000 being pulled from the local budget and a local GE grant.Strategic spendingIf you're a student at a priority school, the biggest difference you'll see is more people.You mightmini storagehave two or three people saying hello to you as you get off the bus instead of just one at a non-priority school, Smith said. Your classroom will have a teacher assistant and fewer students. When it's time to work on the day's lesson, you won't work independently: You'll be in a small group with other students, or you'll leave the room to see a tutor, Smith said.When district-level officials made priority funding plans, they set most of the funding aside for teachers, assistants and tutors. That's a smart thing, Jethro said, but it also means the principal has to make smart decisions, too. Take Sunset Park Elementary: Jethro got five extra positions so she could keep class sizes small.But "five positions doesn't mean anything unless I hire the right five people and put them in the right five places," Jethro said.When Jethro hires people, she looks for three things: between three and five years of experience; a background of working with low-income students; and what she calls the x factor. "You could give that teacher a piece of notebook paper and a crayon, and they could make it happen for that child," she said of the people she wants to hire.That's the balance, Superintendent Tim Markley told the school board during a July discussion about priority schools."They need more resources than non-priority schools," he said. "But you have to have (a principal) who understand where to allocate those resources and how to use those resources."Gauging successMarkley pointed to Sunset Park, along with New Hanover High, College Park Elementary and Murrayville Elementary, as examples of a successful combination of leadership and resources.School board member Tammy Covil was skeptical of the priority funding model, saying to her, "all of this money is not really doing much of anything.""It's a tough pill to swallow when you pour so much funding into these schools and you don't get a return on the investment in terms of achievement level, which is really the end goal here," she said. "You're asking us to rely on the schools that have been underperforming to say, 'This is what we need, and this is how we turn this around.'"Pelsey-Becton agreed with her. In recent years, senior staff has gotten more involved at the school level, giving more specific direction on how the funding should be used and what test scores schools must meet to continue receiving funding.Smith says a struggling school needs four components to succeed: extra money, a principal's leadership, teacher leadership and a vision. Sometimes it's hard to get all four at once, she said. FYF Festival in L.A. gets bigger and better
Source: Daily News, Los AngelesAug.迷你倉 26--FYF Festival hasn't hit its teens yet, but the 10th annual festival showed that its grown up and is ready to join the big boys in the Southern California music festival scene.FYF Festival rocked the Los Angeles Historic Park over the weekend, concluding Sunday with a raucous, eardrum popping set by the Irish indie-rock band My Bloody Valentine, celebrating a landmark in the young festival's evolving life.While previous years have showcased great bands like M83, Sleigh Bells and long-awaited reunions like The Descendents and more, fans who came to celebrate the milestone with FYF this year said the lineup really brought the festival to another level.The more than 25,000 people at the two-day festival saw a James Brown-esque performance by soul singer Charles Bradley, who was carried off stage so he can hug fans after his set, and a light and sound interactive show by electronic musician Dan Deacon, who chose "captains" in the crowd to help direct fans to dance and cheer.Even Blake Anderson, comedian and actor on the hit Comedy Central show "Workaholics," said the festival was a hit."I come for the music and the beer, and this year the music hasn't disappointed," he said.On Saturday, the Yeah Yeah Yeahs brought the bigger-than-FYF kind of feel to the night as the band closed out day one of the festival. Decked in sequins that made her shine like a disco ball, frontwoman Karen O amazed fans with her energy and ability to文件倉hit high notes like banshee."It's really gotten bigger and better," said Raquel Ojalvo of Los Angeles, who attended the festival back when it was still just a small gathering of musicians and comedians in Echo Park. "Coachella is more diverse, but that also means you get a bunch of people who aren't really into the music scene as they are into the party and dance scene."Festival founder Sean Carlson, a Los Angeles area native who was born in Torrance, said he never thinks about comparing FYF to Coachella as "it's a L.A. festival that is downtown booked with L.A. people in mind.""This is really my favorite festival," Ojalvo said. 揭秘“網絡維權鬥士”周祿寶的非法斂財之道
楚天都市報訊 據新華社電繼北京警方打掉一個以“秦火火”“立二拆四”為首的蓄意造謠傳謠、非法攫取經濟利益的網絡推手公司後,迷你倉日前,江蘇警方在公安部指揮協調和浙江、廣西等地警方積極配合下,成功偵破一起利用互聯網實施敲詐勒索犯罪系列案件。利用網絡發佈負面帖文施壓獲取“封口費”的網絡爆料人、所謂“維權鬥士”周祿寶因涉嫌敲詐勒索罪已被依法批准逮捕。周祿寶是何許人也?在一些網友看來,這是一位以民生維權寫手、反腐揭黑鬥士而著稱的網絡紅人。如今,越來越多的確鑿證據如同“顯影藥劑”——化去周祿寶自我編織的“正義”面具之後,其以維權揭黑為名、行敲詐勒索之實的真面目已然清晰可見。令人啼笑皆非的是,在審訊中,周祿寶還與民警談起了條件——“放我一馬吧……我是網上的名人,有很多網絡資源,認識很多網站記者和網絡知名的寫手。我請他們看看蘇州的發展,請10個就可以了,報道一下,到時候發揮正能量,對政府也有所幫助……咱這個不需要花100萬,10萬塊錢就好了。”自產自銷負面信息網絡可謂是周祿寶人生的分水嶺——“觸網”之後,他的個人心態和人生軌跡開始轉變。“通過實名舉報、信訪之類的,讓政府部門和網絡上的網友認識到我本人,在政府和網絡上有些名氣,這樣就可以出名了。”周祿寶供述說。他為了在網上“揚名立萬”,個人微博、博客均為實名,發表文章也使用實名,近年來先後參與曝光一系列網絡事件,讓自己名聲大噪,微博的粉絲數量最高達到110多萬,甚至獲得了“網絡反腐維權鬥士”的稱號。有了名氣,周祿寶就琢磨著如何變現為金錢。很快就“開竅了”的他開始專注于一件事——在網上四處尋找負面信息,利用自己在網上的影響力,借機炒作,大肆攻擊詆毀,以脅迫對方花錢消災,並多次得逞。“周祿寶敲詐勒索沒有任何底線,一個最大的特點就是專門盯著宗教場所下手,把人們淨心祈福的寺廟、道觀變成自己撈黑錢的地方。”辦案民警介紹。2011年6月,周祿寶去廣西桂林陽朔旅遊,在鑒山寺內,和尚對周祿寶說,捐些善款可以招財避禍。周祿寶沒有捐款,聽說有幾個人捐了幾百元,就自行認定鑒山寺存在欺詐行為。很快,周祿寶就利用身為多家論壇版主的便利條件,將自己炮製的文章《和尚吃人不吐骨頭讓誰蒙羞》發表並置頂。之後一個多月的時間,周祿寶每天更新一兩個帖子、在多家網站發表。他還向國家信訪局、國家宗教協會、桂林市長信箱、廣西旅遊局等單位頻繁舉報,向該寺廟連續施壓。但周祿寶關心的不是舉報查證的結果,而是自己能敲詐到多少錢財——他很快設法聯繫到了鑒山寺負責人,暗示出錢對方可以“擺平”,不給錢就繼續“炒”,給了錢不僅可以消除負面影響,還幫忙做正面宣傳。當年8月3日,不堪網絡輿論暴力的鑒山寺負責人迫于無奈,將4萬元打到了周指定的銀行賬戶。辦案民警介紹,據其女友說,周祿寶熱衷于在網上尋找負面信息爆料,但關於敲詐勒索行為卻對女友三緘其口。此外,周祿寶的朋友證實,周在聊天中不時透露,揭露黑幕、網絡維權“不失為一個借機發財的好機會”。陽朔鑒山寺的“甜頭”,讓周祿寶更加認定這是一條斂財之道,膽子和胃口越來越大,將黑手伸向了更多地方。多次敲詐勒索寺廟周祿寶喜歡以“罵娘式的語言”,惡意炒作攻擊,以迎合部分網民暴虐、仇官、仇富等心態。也擅長大肆美化和讚揚,而且是針對同一個對象,“昨天還在罵,今天就能誇”。只不過,觸發這種驚人的變化需要一個條件,那就是敲詐的“黑錢”到手。例如,他在2011年6月26日的帖文《殺機重重:桂林鑒山寺和尚設騙局吸血讓誰蒙羞》中寫道:“見過人吃狗,見過狗咬人,也見過狗吃屎,卻很少聽說和尚‘吃人’……廣西桂林陽朔鑒山寺一幫和尚打著‘行善’的幌子行騙的做法,無異于強盜、小偷,簡直是一群穿著睡衣的‘吸血鬼’,而他們經過‘慈悲’精心包裝過的善心通常不露猙獰的‘牙齒’,希望相關部門予以及時挽救佛教,還人間唯一的淨土一個純美的家園。”從鑒山寺拿到錢後,周祿寶來了個180度大轉彎,8月8日發表帖文《桂林鑒山寺直面“網事”成就網絡監督》,並對之前發帖行為表示“深深致歉”。“周祿寶的舉報看似來勢洶洶,其實漏洞很多。”辦案民警舉例說,他向某一個部門舉報時,會在標題前列出很多單位,如果把單位名稱隱去,各個舉報的其他內容、版式、字體甚至錯掉的標點符號都完全一樣。2011年8月,周祿寶選定了新的下手對象——浙江烏鎮修真觀。他故技重施,向多家部門舉報該道觀“強迫客人燒香、收取高額燒香費”;多次打電話給道觀負責人,稱自己是網絡寫自存倉,既要向上級投訴,又要在網上曝光。在周祿寶轟炸式的網絡攻擊下,為息事寧人,修真觀負責人被迫答應給錢。周祿寶漫天要價,一開口就是50萬元精神賠償費,還要修真觀向紅十字會捐款158萬元;討價還價後,降到6.8萬元。8月22日,6.8萬元打到周祿寶指定的銀行賬戶。辦案民警介紹,周祿寶當時也在敲詐江蘇省蘇州市周莊鎮的全福寺,索要20萬元,遭到拒絕後,又主動降到8萬元。不過,這一次,周祿寶的如意算盤落空了——就在管理方負責人無奈之下準備打款時,被當地政府獲知,提醒管理方及時報案。此時,周祿寶已經寫好了正面宣傳烏鎮修真觀的帖子,還沒來得及發表,就被公安機關以涉嫌敲詐勒索刑事拘留,後被取保候審。一年後,取保候審解除,但案件仍在繼續偵查。對於這次被刑拘,周祿寶一直心懷不滿,向法院起訴要求公安機關作出國家賠償,但被法院依法駁回。於是,他不斷在網上發帖,炒作所謂“公安機關製造冤假錯案”散佈煽動性言論和恐怖信息;今年7月,又自導自演了“炸北京”的鬧劇,嚴重擾亂公安機關的工作秩序。目前,公安機關已對周祿寶涉嫌編造虛假恐怖信息罪案與涉嫌敲詐勒索案並案偵查。小區維權兩面收錢8月9日,周祿寶因涉嫌敲詐勒索罪已被檢察機關依法批准逮捕。同時,有關案件偵查和線索核查工作正在緊鑼密鼓進行之中。隨著偵查不斷深入,公安機關發現,周祿寶涉嫌採取類似手段實施敲詐勒索和其他犯罪的案件還有多起,涉及北京、河北、安徽、甘肅等多個省市的23個單位,已經查實的敲詐勒索金額接近百萬元人民幣。其中一起案件中,周祿寶非法獲利高達80多萬元。2012年,某地一處居民小區的居民因噪音問題,與開發商發生矛盾。急於維權的小區居民派出代表,找到了“網絡反腐維權鬥士”周祿寶。周祿寶滿口答應,但表示要支付費用。經雙方反複商定,居民集資22萬元人民幣,先期支付6萬元給周,待“維權”成功後,再補齊餘款。6萬元到手,周祿寶就使出了自己的“拿手好戲”,在多個網站連續發帖,猛烈攻擊開發商。迫于巨大輿論壓力,開發商通過浙江義烏的一名論壇版主充當中間人聯繫上周祿寶,希望雙方“談一談”。在這名論壇版主的見證下,周祿寶直接“開價”100萬元,最後以80萬元的“協議價”成交。為了表明誠意,周祿寶給開發商親筆寫下保證書,承諾“本人保證以後不再無理參與維權發帖工作”,並簽名按下手印。錢一到賬,周祿寶就在網上發帖表揚開發商“直面問題、改進問題”,也沒有退還小區居民此前所付的6萬元。那位版主拿了周祿寶給的2萬元辛苦費,又從開發商那裡得到了5萬元好處費。■人物周祿寶:從通訊員到網絡寫手周祿寶出生于1985年,甘肅省隴西縣人,初中文化。2002年,初中畢業後待業的周祿寶進入部隊服役4年。在部隊,他當過駕駛員、通訊報道員,有多篇通訊報道被報刊採用。在部隊練就的寫作功力,讓周祿寶退役後成了一名網絡寫手,其在網上自封為時事評論人、知名寫手、網絡名人、專欄作家和網絡反腐維權鬥士。他在多家論壇註冊賬號,發表時評文章,並擔任多家論壇版主,逐漸小有名氣。此前,周祿寶曾多次在網上實名舉報“表哥”等官員涉嫌腐敗問題,這為他贏得了很多網民關注。 綜合新華社、《新京報》報道■鏈接刑法同樣適用于網絡敲詐勒索超2000元即可立案北京東衛律師事務所主任郝春莉說,敲詐勒索罪是指以非法佔有為目的,對被害人使用威脅或要挾的方法,強行索要公私財物的行為。網絡敲詐勒索主要是以在網絡上公佈對被害人不利的信息為手段,對被害人進行威脅、要挾、恫嚇,迫使被害人交出財物。由於敲詐勒索罪對威脅的內容和種類沒有限制,利用網絡實施敲詐行為完全可以包含在敲詐勒索罪的客觀要件中,因此,網絡敲詐行為可以構成敲詐勒索罪。《最高人民法院、最高人民檢察院關於辦理敲詐勒索刑事案件適用法律若干問題的解釋》第一條規定:敲詐勒索公私財物價值二千元至五千元以上、三萬元至十萬元以上、三十萬元至五十萬元以上的,應當分別認定為刑法第二百七十四條規定的“數額較大”、“數額巨大”、“數額特別巨大”。即敲詐勒索達到2000—5000元的,就達到立案標準,構成敲詐勒索罪。 據新華社電■相關新聞涉嫌製造傳播謠言新快報記者劉某被刑拘據新華社電北京警方昨日證實,新快報記者劉某因涉嫌製造傳播謠言已被依法刑事拘留。北京警方昨日凌晨1時30分通過官方微博“平安北京”發佈消息:“北京市公安局新聞辦證實:新快報記者劉某因涉嫌製造傳播謠言已被北京警方依法刑事拘留。目前,案件正在進一步審查中。”迷你倉新蒲崗

But 44 years from now, it's possible that this year's group of defensive players in the Tulsa area could be held in similar esteem.Five of the top six in the All-World's rankings of metro players are known primarily for their defensive skills. Three of them -- Broken Arrow linebacker Gyasi Akem, Jenks safety Dylan Harding and Booker T. Washington end Jordan Brailford -- have committed to Oklahoma State. Under-insured look to MediShield for hope
Wider coverage would help those with disabilities and certain conditionsAS Singaporeans await further details on the expansion of the MediShield scheme, advocates for people with disabilities and pre-existing conditions are looking with anticipation to the promise of a national health insurance scheme with universal coverage.mini storageFurther stoking hope was last week's launch of the NTUC Income SpecialCare (Autism) scheme, a first-of-its-kind plan for people on the autism spectrum.More can be done for other under-insured groups as well, said Epilepsy Care Group Singapore executive director Goh Keng Hwee. For example, seizure disorders are often classified as a pre-existing condition, which makes it challenging for epileptics to obtain adequate insurance coverage.Mr Goh said that this hurts patients' pockets because if they have a fit in public, bystanders may call an ambulance even when this is not medically necessary. Patients then have to pay both ambulance and emergency room fees.Ambulance fees are currently not covered by MediShield, along with medical procedures such as vaccination, contraception, maternity care and sex reassignment surgery.Noting that yearly premiums start at $198 under the SpecialCare (Autism) plan - about twice the regular rate - Mr Goh said that premiums of around $200 are reasonable. He added that proper insurance coverage would prevent those with seizure disorders from burdening the public health system. "After all, they will be paying the premium," he said.Some other conditions now excluded under MediShield include mental health issues and HIV-related illnesses.An Action for Aids spokesman said: "There is currently only some insurance cover to protect those who are living with the HIV virus primarily for treatment of other non-HIV self storageelated illnesses. But, in general, insurance support is very limited and comes with many conditions." Given how new drug regimens have made HIV a manageable medical condition rather than a death sentence, the organisation looks forward to the inclusion of HIV/Aids in the proposed universal MediShield Life.Daniel Fung, the president of the Singapore Association for Mental Health, told BT that this situation needs to be rectified."Currently, mental illnesses are often exclusionary items in insurance and those who wish to be insured are given relatively expensive rider premiums," said Dr Fung, who is also the chairman of the Institute of Mental Health medical board."It would be good that mental illnesses be included in general insurance as the risk pooling is better in a large population."He also called on insurers to provide greater clarity on what types of mental illnesses are excluded from coverage, rather than using the term as a catch-all.Private insurance companies said that they will be working with the Ministry of Health to provide feedback on the impact of the MediShield review on their Medisave-approved Integrated Shield Plans. It is progress towards creating students who are interested in reaching a particular goal fundamentally, and then the motivation to pursue it will fall from within. Their interests and natural abilities should become a starting point for learning, for them to enjoy the learning process and eventually specialise in a field that would become their career. 深圳赴京航班起火 12人撤離時擦傷

上海自貿區衝擊波
近日國務院正式批准設立中國(上海)自由貿易試驗區。試驗區範圍涵蓋上海市外高橋保稅區、外高橋保稅物流園區、洋山保稅港區和上海浦東機場綜合保稅區等4個海關特殊監管區域,迷你倉出租總面積為28.78平方公里。上海自貿區要打造“小香港”嗎?戰略規劃又將如何演繹?在昨天甘肅衛視播出的《新財富夜談》節目中,財經評論員葉檀、中國綜合開發研究院物流所所長王國文、上海出口商品企業協會會長馮鄭州、上海財經大學世界經濟與貿易系副主任陳波,共同探討上海自由貿易區。降低貿易成本吸引全球要素葉檀:為什麼上海要簽自貿區?陳波:上海要建立自貿區的緊迫性在“內憂外患”。“內憂”就是我們現在的經濟發展速度越來越慢了,內部的結構急需調整,外部的需求也不振,我們必須得把某一個引擎重新激活,而第一個引擎總是外貿。我們今年外貿很糟糕,除去水分之後,外貿6月份的數字是負的,這只有在金融危機的時候才出現過。所謂的“外患”就是我國參與的TPP的談判,也就是跨太平洋的經濟合作框架,美國現在非常積極地在推動。這個框架的准入條件非常高,其中就包括我們的金融服務市場要全面開放。TPP是指跨太平洋伙伴關係協議。奧巴馬上台後,開始借用TPP平台,全方位主導並強力推行美國在亞太地區的投資貿易議題。而TTIP,即“跨大西洋貿易和投資伙伴協定”,為美國與歐盟即將全民�動的貿易與投資協定談判,如果這兩個談判完成,將建立一個以美國為軸心,橫跨太平洋和大西洋的全球兩大經濟體,其經濟總量將占全球國內生產總值(GDP)六成以上。美國主導的TPP和TTIP談判,就是美國重建全球治理格局的重要工具。王國文:目前全球趨勢是經濟的一體化,每一個國家和區域都在想,怎麼能形成一個更加便利的聯盟,促進自身發展。中國過去設立了很多海關的特殊監管區域,我們有保稅區、加工區,保稅物流中心,特別是金融危機之後,我們又批了很多海關特殊的監管區。但實際上還沒有一個符合國際慣例,真正意義上的自由貿易區。國際貿易自由貿易區跟國際上其它的地方不存在任何准入壁壘或關稅壁壘,一些管制措施都是不存在的,那才是自由的。葉檀:自由貿易區就是境內的一塊特區,在這個地方貿易成本很低,人跟資源是可以自由流動,那麼上海有什麼優勢呢。馮鄭州:全世界有2400多個自貿區,上海有得天獨厚的優勢。去年我們國家進出口總額是3.7萬億美元,連續四年出口世界第一。上海的口岸進出口是8700億美金,占了全國的四分之一,進出口量是上海的一個最大的優勢。另外就是集裝箱世界第一,全世界的集裝箱碼頭保持第一位。此外,世界500強的企業有424家在上海設立機構,所以上海資源要素非常完備。但是上海製造企業,現在面臨巨大的問題就是所有的成本都在上漲,原材料價格、人工成本、融資成本、人民幣升值,還有一個很大的問題就是政府的管控帶來的成本。比迷你倉進出口商品檢驗局,檢驗的產品就有7000多種,每一筆都要蓋章要收費,它收千分之0.7到1.5,增加了企業負荷。那麼自貿區有很多政策,可以低稅,可以快速通關,降低商檢成本,這些都是利好。葉檀:現在不是也在強調快速通關嗎,為什麼非要有自貿區呢?王國文:自貿區的細則我想應該是確保貿易的更便利化,政府管控部門更流程化的運作。一個企業的出口,它要經過無數的關卡,有一個關卡卡住了以後,就不給你放行,這種情況是太多了,這個就是自貿區要解決問題的。從全球的角度上來看,為什麼迪拜做了那麼多自由貿易區,包括印度都做了560多個,為什麼我們就沒有一個真正自由貿易區?所以,自貿區的主要目的是通過特殊的制度安排把全球的要素吸引一個交易成本最低的地方來。上海自貿區不會威脅香港經濟地位據港媒《明報》分析,在浦東自由貿易區範圍內,企業和個人可以享受優惠政策,比對國外自由貿易區的常見政策,包括貨幣自由兌換、貿易貨物長時間儲存、個人離境購物免稅等等。浦東坐擁港口和國際機場,外貿、金融業務蓬勃發展,再加上處於建設期的迪士尼樂園,建立“自由貿易區”的優勢明確,也合情合理。市場憧憬,浦東迪士尼若再配上免稅購物商店,很可能分流訪港的內地購物客、旅遊客;若浦東區域內實現了貨幣自由兌換,港幣的地位將會被削弱,香港亞洲金融中心的地位也可能受到動搖。葉檀:上海自由貿易區的成立會威脅香港經濟地位嗎?王國文:我覺得不會。上海自貿區28個平方公里更大的意義在於探索未來中國改革開放的道路。馮鄭州:上海跟香港最大的差異就是離岸貿易。據統計,香港離岸貿易十年的增速是200%,轉口貿易是120%,就是離岸貿易要遠遠大於轉口。上海占全國四分之一的進出口總額,主要是做長三角的轉口貿易。如果上海的自貿區建立了,以離岸貿易、離岸金融為抓手,這個量就非常大了。葉檀:深圳前海主要做的就是金融,發行了離岸的人民幣的債券,上海能怎麼做呢? 陳波:我覺得前海能做,上海應該也不會有問題,但是一開始不可能放得太大。園區裡邊的實體貿易企業、加工型企業,可以展開離岸資金的融通借貸。第二個可能會外資的銀行進入之後,在區域內享受國民待遇。區內所有的金融企業,在做具體國際貿易和生產進行借貸的時候,可以完全地放開,比如存貸的利率、結算貨幣可以自由決定,或者和銀行共同商討決定。但是它可能會控制規模,否則就有可能會出現一個企業在自貿區里設個點,從裡面套取大量資金借貸到區外來,這個就涉及監管問題。葉檀:我們探討之後發現,自貿區是逼出來的,原有的WTO模式下的紅利差不多吸納乾淨了,我們需要一種新的制度來釋放紅利,這個時候我們發現自貿區就是最好的模式。它不光能促進出口,還能夠吸納資源,倒逼開放,對於上海及全國其他地方,包括現在有點戰戰兢兢的香港,其實都是一件好事情。 (文字整理:陳靚)儲存倉
